為了保障寵物權益，立法院經濟委員會今(2)日天初審通過《獸醫師法》部分條文修正草案，獸醫師執業，應接受繼續教育，並每6年提出完成繼續教育證明文件，辦理執業執照更新。
今天的會議還通過，獸醫師執行業務，應向執業所在地直轄市、縣市主管機關申請登記執業登記，領有執業執照，始得執業。
同時，為配合省政府業務功能調整，刪除省公會，以符合實際需求。而全國獸醫師公會聯合會的設立，應由直轄市、獸醫師公會1/3以上的發起及全體過半數同意組織。
經濟委員會今天上午審查「獸醫師法部分條文修正草案」，農委會副主任委員陳志清列席備詢。
提案的台聯立委葉津鈴表示，根據農委會防檢局2010年的資料，台灣的「寵物獸醫」，1人平均要照顧800多隻貓狗，人力過剩；但醫治經濟動物的獸醫「經濟獸醫」，1人平均要照顧近40萬隻經濟動物，遠超過最適當比例的7.5萬隻，嚴重影響醫療品質。
陳志清在會後接受媒體採訪時表示，過去都是獸醫師自由決定是否接受訓練，法律沒有規定，現在規範獸醫繼續接受教育訓練，否則對消費者寵物診治會跟不上時代。
他說，這一個教育訓練方式，已經邀請獸醫團體開過3次會，將來會組一個教育委員會。
陳志清表示，目前初步的構想是6年內，接受120個點時數的教育訓練，對獸醫師技術精進有好處，對消費者的寵物也有保障。
